A button – translation & hover color

Hi!

Under “Home / Blog”, there is a list of articles with their images, excerpt, and “Read more >” buttons.
I would like to translate the “Read more” button – how can I do so without additional plugins?

Also, I would like to change the default hover color (#286090) of every button on a website (not “Read more” button only) – there is an option to change the color of buttons in a normal state, however, it’s not possible to change their hover colors.
